ECTN & Cargo Tracking

Niger BESC (ECTN) for Cargo Transhipped via Lagos, Cotonou or Lomé

Cargo shipped to Niger via Lagos, Cotonou or Lomé must hold a Niger BESC/ECTN. The certificate is issued on the basis of the sea Bill of Lading and must be valid before the cargo is loaded at the port of origin.

Niger BESC/ECTN requirement

Under Niger regulations, all cargo transhipped through the ports of Lagos (Nigeria), Cotonou (Benin) or Lomé (Togo) into Niger must be covered by a Niger BESC/ECTN. The certificate is based on the sea Bill of Lading and applies to all cargo types, with no exemption.

Certificate name

BESC (ECTN) — Electronic Cargo Tracking Note. Issued electronically.

Scope

All sea cargo transhipped via Lagos, Cotonou or Lomé into Niger: FCL, LCL, break-bulk and RoRo, including general goods and dangerous goods. Loading port is not restricted. Applies to traders, carriers and freight forwarders.

Data required

BESC Application Form
Bill of Lading copy
Commercial Invoice copy
Export Customs Declaration

Timing

The BESC draft and number are issued once documents are complete; the original is released after confirmation. The certificate must be valid before the vessel departs the loading port.

Project flow

Submit the Application Form and supporting documents.
Receive the BESC draft for review.
Confirm the draft — the Niger system charges a re-submission fee if the first submission is rejected, so the draft should be carefully checked.
Receive the final BESC electronically.
Document consistency. The Commercial Invoice, sea freight figure and Bill of Lading presented to Niger customs must be identical to those used for the BESC application. Any inconsistency will prevent clearance.
