Madagascar BSC for Sea Cargo to Toamasina and Other Malagasy Ports

Under Madagascar Decree N° 01/MFB/SG/DGD of 23 March 2007, all sea cargo to Madagascar must hold a BSC. The BSC must be in effect at least one week before the vessel calls the destination port.

Madagascar BSC requirement

Under Madagascar Decree N° 01/MFB/SG/DGD of 23 March 2007, all sea cargo to Madagascar must be covered by a BSC (Bordereau de Suivi des Cargaisons). The BSC must be effective before the vessel arrives.

Certificate name

BSC — Bordereau de Suivi des Cargaisons (Cargo Tracking Note). One number per Bill of Lading. Issued electronically.

Scope

All sea cargo to Madagascar — FCL, LCL, break-bulk and RoRo — including cargo discharged, cleared or transhipped at Malagasy ports. Loading port is not restricted. Applies to traders, carriers and freight forwarders.

Data required

BSC Application Form
Bill of Lading copy
Commercial Invoice copy (stamped)
Freight Invoice (required if the invoice is on FOB terms)
Packing List
Export Customs Declaration

Timing

The BSC must be issued and effective at least one week before the vessel calls the destination port. Standard issuance is 1–2 working days. Late issuance may lead to fines and inability to clear the cargo.

Project flow

Complete the Application Form with vessel, voyage, POL, POD, issue date, packages, cargo description, HS code and weight.
Prepare the draft B/L (vessel, voyage, container number, B/L number, seal number) and the Commercial Invoice.
Submit the documents; the Madagascar BSC draft is generated.
Review the draft against the transport documents.
Receive the final Madagascar BSC electronically.
Post-arrival issuance to avoid. The BSC can in principle be applied for after arrival; however, the cost is typically doubled, fines and demurrage are significant, and post-arrival issuance is strongly discouraged.
